The whole point is to break up the Palestinian areas into non-contigous zones.
Only the most ultra-nationalistic Jews advocate a one-state solution. The rest acknowledge that a one-state solution means Israel has to deal with 2million kebabs.
By breaking the Palestinian areas into three they ensure the future state will be economically tied to Israel (which it already is), so there's an incentive to not go to war every 5 years.
In saying that the Palestinians don't want the war to end because it means the UN cash will dry up. When I traveled through the West Bank I was amazed at how the standard of living was miles above Jordan. It's all the UN and NGO dollars which buy the new Golf GTis for the Muslims.
