A tap handle should be viewed like a binary faucet. It needs to either be open all the way or closed all the way. If you try to open it part-way it agitates the beer and causes major foaming.
The correct way to pour a beer off a tap is to tilt the glass and then pull the tap all the way open quickly , then shut it off completely once you have the desired amount of beer in the glass.
