Probably never. A lot of the resistance towards statehood comes from older voters. Younger people are more open to the idea of statehood, but many are just outright leaving for the mainland regardless.
Besides, right now it'd be disgraceful to request statehood. We need to burn down the last century's worth of local governmental bullshit, rebuild the island and its economy, and actually have something to contribute to the Union before we go begging to be a state.
