So maybe this can kinda explain why we have such advanced intelligent life?
Think about it like this :
1) Every 26-27 million years, according to this article, most life is wiped out thanks to a comet storm sent into the inner solar system by a rogue 9th planet disrupting the oort cloud and such.
2) This prevents a few species from ever completely dominating the planet and allows very stupid (but highly fit) creatures to return to the dirt after a short period of time.
3) Thanks to both the constant clearing away of competition and pure chance, intelligent life becomes the norm this cycle.
I'm not saying this isn't all crackpot coming from The Sun, but it actually kinda is plausible and is almost the ME3 storyline except the causes are natural and on a smaller scale.

There are millions ore billions of rocks whizzing around our sun and some orbits are more eccentric than others. To pluck out a few of them and, based on absolutely nothing, assume they were all in their orbits for the exact same reason is just shitty pop science for headlines.
