Government agencies are very unorganized. Compare them to a company like Toyota which is all about organization. The places that would benefit the most from a system like Lean or 6S are all in government, but they don't provide it. They'd probably see the nuke and say "uh no one told me anything so I thought someone else was handling it"

Are you aware of how much air traffic there is? How would they know which planes were hijacked and which werent? Blow the ever living shit out of anything that flies? How could they see more attacks coming withing the hour? How would they know the next attacks werent on the west coast?
Planes crash all the time and even if the first plane did crash and they knew that one was hijacked they might not have known about the others. You also cannot just land all air traffic in an instant.
Meanwhile a fucking missile hurling towards us is completely out of the ordinary and would sound off alarms literally everywhere from Best Korea neighbors and our bases around to islands between there and here
