At a private university, everything is ultimately run by the board of directors. It's a private business like any other that needs to keep the money flowing and needs to have good PR to keep the money flowing.
So if you want to really get anything done, you don't bother with self-appointed "governments" unless it's important to leave a paper trail of how you played the game and didn't skip any steps going up the chain of command until somebody with sufficient power gives in to your demands so that the board doesn't have to deal with it.
Take for instance the Joe Paterno thing. They burned some coach for their child sex slave ring before it got all the way up to the board.
