It's not. In the 1950's the Soviet Union, through collectivist farming, was only barely able to feed itself. By the 1970's they were dependent on western grain exports. I vaguely remember reading about how the average Russians working in the collectivist institutions were allowed to have private gardens for themselves and their families and how their private gardens flourished and had much better outcomes than the work they were doing for the state.

If 3 people work, and the 4th guy realizes he can get by on scraps provided for free by the government, he's going to do that.
If everyone's not working, someone still start working. But if they're working to support everyone, they need the capital to do so, which means they need agricultural land, they need farming equipment, and they need people who know how to fix things like that, and people who can process all the food.

I take it you're describing NEETs. NEETs are a creation of late stage capitalism, and are created by the alienation inherent in the capitalist system.
When a NEET goes to the store to buy more hotpockets, for instance, they experience the alienation of capitalism. The workers are too afraid of their boss to strike up a real conversation and get in trouble for being lazy at work. Other customers are too busy, either hurrying home from work or trying to preserve what little leizure time they have by shopping as quickly as possible. Meanwhile, there is constant competition for good deals so that workers can stretch their income a little farther and competition for spots in line so that they can get their shopping done a little faster. Also the presence of secret shoppers, security guards, shoplifters, and scam-artists intimidate shoppers and make them suspicious of everyone that talks to them. And then there is the dehumanization of the workers in the store, so that when a worker offers to help a customer, the customer is UPSET because the machinery is talking to them.
As a result, a grocery store is a building full of hostile and lonely strangers that have become entirely alienated from each other. No wonder the NEET doesn't want to get a job, or even leave the safety of their basement! Thus, another person drops out of society and things get a little bit worse.
Perhaps there would be loafers in communism, but the trade off is the elimination of alienation. Workers now have time to talk to anyone they want while on the job. Customers now have time to strike up conversations. Both the thieves and the security needed to control them are eliminated as they are no longer necessary. There is an abundance for all and never a need to compete for limited resources, because resources are guaranteed. In communism, the store is part of the community.
