For any germanic unification to be successful, Ethnic Germans need to be disenfranchised and have very marginal power, and the Swiss and Austrians need to be pulling the strings, making the decisions, the Germans are clearly the untermensch when it comes to german speaking peoples and they need to have at most a token say in domestic affairs.
As for Scandi's and Benelux - Scandi's are incompatible but the Benelux could work.
As for why there hasn't been a united germania - the unification of all the german speaking peoples of europe. It's because of ethnic germans - without the Swiss on board you can just fucking forget it.
