I've read there was. The Dominican Republic also had such a policy.
I believed they failed badly.

It pretty much worked but the end goals weren't reach because the bleaching was replaced by a blender policy during the nationalist period of Vargas. Had the integralists took power the process would've been much more radical and nowdays there would be a Brazilian race.
It would only work if the white population vastly outnumber the non-whites. It would work in Australia with abbos because they are only 2% of the population and it basically is what happened to the neanderthals

The whitening policy actually failed because it was replaced by a nationalist racial policy of creating a single Brazilian race.
The whitening was projected to last until the 1970s but it was halted during the 40s, had a small wave on the 50s and 60s then it was definitely stopped on the late 60s and early 70s.
Kind of sad.
