I watched a great documentary on policing last year that was all about why there's such a divide between the public and the police now, I'm not sure if he was a commissionaire or not he must have been at least mid-60s and had a high rank, but he summed it up perfectly.

Cop here. Got all A's in high school. College prep and shit. Did well in College, too. Fairly bright, speak 3 languages, try hard to treat people with respect.
