as for Yugoslavia things weren't that black and white: even though we were the Germany of Yugoslavia we got access to a bunch of cheap resources from the south, heavy development in difficult infrastructure (very diverse and difficult terrain in SI), shitloads of industrial labour from the republics, industrial investment, you get the picture
Yugoslavia could've worked if they took politics out of the economic decision-making, especially later when free shekels from reparations and playing East against the West played out, so mismanagement, indebtedness and emerging nationalism eventually killed the beast
