Diaspora connections. As an Armenian, it's sad to say, but Armenia is sold to Russia for now. The oligarchy in Armenia eats, while the rest starve. The families like mine and others in different countries make money and send it back home to aid our loved ones there.
The diaspora is trying to make Armenia drift towards EU and US but the oligarchy is payed and doesn't want to lose what they have so they make Pro-Russian deals(ie Joining EEU). The average Armenian wants to be with the EU not Russia.
Armenia is a perfect buffer zone for Russia because it serves as a base for quick access to the area.
The second Armenia doesn't have to worry about its neighbors(without Russian protection), then it will begin to drift towards the West.
