DNA testing of every newborn should be mandatory and done by the state. This should not be something that is even discussed by the parents because of the possibility of one of the partners getting cold feet and not wanting to offend the other and thereby avoiding this.
There are three great arguments for this:

It's man's right to know if the child he's raising is his. We ALL know who the mother is, but it isn't always certain who the father is. I would go ahead and say it's an organism's right because 1 of the conditions that every organism faces is reproductive and if that is denied through deception or chance, that organism has not passed off its genes. If we gave the means, it should be done.
This paternity testing should be done immediately after birth and should be noted on your birth certificate for all to see.
