It awards a grand total of 17 delegates that are bound on the first ballot. The rest are unbound GOPe trojan horse shills.

Don't get me wrong, every delegate counts, but losing PA is not the same as losing NY.

This is incorrect.

PA has 19 congressional districts. Each district sends three delegates to the convention. These delegates are chosen from slates put forward by the candidates. Each campaign puts people who are loyal to them on the slates. The one wildcard here is the Kasich campaign. They failed to organize delegates for every district's slate.
