Not as rare as someone from a tiny caribbean or pacific island, but somewhat notable. San Marino would be harder to get in terms of European micronations.

It's basically a small country where all the natives are by default wealthy, like San Marino, and they have strict citizenship laws where both parents have to be natural born citizens.

Not really. Austrie and austria-hungary were not HRE after its abolishment despite still being ruled by the Hapsburgs.
It's a nice historical tie, but it isn't a continuation of the HRE in any sense
