Jose Bonaparte learned our language, our culture, tried to understand the spanish people. He abolished feudalism, he reformed our education/financial/judicial systems. He built schools and hospitals. He also made lots of urban reformations that improved Madrid's salubrity and logistics.

Finland and Estonia had rough parity in terms of GDP per capita in 1939. By 1990, Finland had a GDP per capita 7 times higher. We see the same elsewhere, pre-war Czechoslovakia was far wealthier than southern european countries, now it is poorer. Why do you think that is? Do you think Finland would have benefitted from Soviet "built schools, hospitals and libraries?"
