You can make guns. A homemade gun must never be sold. Semi autos need to be inspected I think, but not sure. If you build something like an ar-15 definatly where or not it comes from a complete lower or 80% lower. It needs to be registered and follow the same rules as any other restricted fire arm , but also never sold. I think all black powder arms are fair game to make without any registration or inspection.
