Actually, the objectively worst President of all time was Jimmy Carter.
He was President when the nation was at a crossroads between the debacle that was the Nixon Administration, and the War on Drugs elevated to obscene and unconstitutional levels by the Reagan Administration.
We were still free when Carter became President, and still had hope - otherwise we wouldn't have elected a kindly, pie-eyed Southern gentleman as President.
Nixon had opened the door to trampling on the Constitution - on purpose, of course. But Carter opened it even further by pure incompetence.
His blundering gave Ronald Reagan not only the Presidency, but an overwhelming mandate from the people, which he parlayed into Voodoo Economics and militarized Law Enforcement, which has led directly to the current wealth gap and police state.
One might make the argument that Reagan was the worst President, since he's the one who actually signed the death warrant for American freedom and middle class prosperity. But it's pretty common knowledge that Reagan just did what he was told by his advisors.
Carter had choices, though, and always made the wrong ones. He could have pointed the country in a completely different direction, and he failed. He is...the weakest link.

His foreign policy was just one failure after another. His meddling in Vietnam was obviously disastrous, the Bay of Pigs was an embarrassment, and the Cuban Missile Crisis was - despite the propaganda - a failure in that we actually lost missile sites and the enemy lost nothing. His domestic policies would also have long-term disastrous effects: for example, his immigration policy would come to fruition in the 1965 Immigration Act, which effectively flooded the United States with poor, uneducated fucks from third world nations and limited the immigration of hard working, well-educated Europeans. Also, his greatest achievement - the moon landing - was put into motion before his presidency by Eisenhower. So, really, all he did was allow another man's brilliant vision to move forward.
