禁止・罰則規定を見送ったことについて、規制の実効性を疑問視する声もあるが、法案をとりまとめた公明党の遠山清彦座長代理は会合後、記者団に「公権力が特定言動を取り締まることは、憲法との整合性に疑義があるため」と説明した。
