Germany had far superior aircraft in the form of the Fokker and the Gotha II. They even managed to bomb London repeatedly.
They also had developed a lot better infantry tactics, Stormtrooper or Huttier tactics. Thats what allowed them to break through in the western front.
The main thing they lacked was Tanks. And they developed the AV7 by the end of the war, but lacked the engineering and combat practice the Brits had.
The main issue was a lack of supplies, manpower and revolution at home (spartacists).

At the brink off, yes. Russia was completely knocked out. Half the Russians were with the Whites, the baltic soldiers had join the baltic states, the Ukrainians had joined the Ukraine, the Poles Poland and so on. They were utterly divided.
In Germany, there were only a handfull of Socialist uprisings, which Ludendorff could have supressed given time. They only escalated to the point they did (like the Bavarian socialist republic) because of the armistice and the chaos caused by the Kaiser being deposed.

The reason people revolt is because of starvation and bad wars, and none of these would get better if the war had continue.
Germany could not have won. But the allies could only have won at the cost of hundreds of thousands of more lives.
Germany was starving. The blockade ruined them. The victory in the East meant that Germany could fight against the Western Allies but could not beat them, especially when Americans were landing in Western Europe by the thousands every day.
