Coincidentially i talked about exactly this for a few hours yesterday with my brother.
We're both engineers and nuclear physics is the field he specializes in.
I asked him about his opinion how hard it would be for terrorist to blow up a nuclear power plant and how easy it would be to build a dirty bomb.
Blowing up a nuclear plant is pretty much impossible unless you have incredible inside knowledge of both the layout of the facility and exactly which power generators are needed to pump the cooling and where the backup is etc. etc. So basically a nuclear plant is out of the question for terrorist. It's way way to much work and to easy to fuck up to be a viable target.
Dirty bombs are also pretty much out of the question. You need very large amounts of radioactive material to do large amounts of damage with it. If you want to blow one up in paris for example, to kill more than just a couple of people from the radiation you'd need a HUGE bomb to beginn with to spread the material a lot of highly radioactive shit. You'd need super advanced equipment just to handle that material unless you want to die after 5 minutes of standing next to it. So a halfton lead container to transport that shit which has to be carfully constructed. blablabla you get the idea, a dirty bomb is also not an option.
The real threat is them obtaining an actual nuclear device. Not only did russia probably lose a lot after the soviet union collapsed, but ISIS could obtain such weapons through pakistan or even saudi arabia which are currently building a couple of nuclear reactors that just so happen to be perfect for producing the substances needed for atomic bombs.
Honestly the possibility of them getting their hands on one is there and getting it into europe or even the US is also not that hard. This could actually happen.

Actually, building one would likely be easier than buying one from an established nation. The technology exists, and has since the 60s, to take debris from a nuke and tell which nation it came from. The spent fuel rods were possibly a bigger problem than the reactor itself, because the reactor at least managed to scram if I recall (but most everything they said at the time turned out to be a lit)
