A society and civilization cannot be moral without religion and a promise of the afterlife. Ideally the religion places the people and the state as their gods as serving omniscient nonexistent beings can lead to catastrophe if the governors want to change something that goes against their forged religion.

The moment it becomes commonplace to doubt the existence of punishment for vile behaviour without anything to reward people in the afterlife is the moment people grow steadily more and more degenerate. There has always been fear of higher powers in civilizations of old. Coincidentally the fall of these civilizations coincides with loss of this faith and fear.
Is religion really that bad though? It provides the illusion of meaning to many people's lives that wouldn't even leave their bed and pushes them to actually try and better their society.
