Hence, every single nation tries to reduce unemployment by as much as they can to make their economy more stable and its people more productive and better contributors to society

Nonsense, you only need a very conservative view of a commerce clause to bring back manufacturing. It worked for the vast majority of the 1800s. Just provide incentives for companies to produce within the country.
