The welfare state is mostly a myth too. It got dismantled during the 90s (Jean Chretien really embraced neoliberalism too). What remains of it is not enough to live. So it get abused. It's both not enough, and too much at the same time. It sucks. Unless you're an immigrant, then you have special help.
