This will help repubs. What states have highest nigger population? Entire southeast, which are ALL staunch repub states. When we start counting all the little niglets, it will be an overall benefit. Texas and AZ would offset if not surpass any gains made by Cali or NM.

Reynolds v. Sims was about districts being determined by total population. This case is also about districts being determined by total population. The two rulings are very consistent.

The current case is not ruling on who ELECTS legislators. They are ruling on who are REPRESENTED by legislators. To that end, both rulings are consistent with each other. Elected officials represent people.

tl;dr there is a difference between the people who ELECT officials (voters) and the people who are REPRESENTED by officials (everyone). This ruling rejected the claim that districts should be based on voters instead of people, and it does so on the basis that those officials represent all the people. There is nothing in Reynolds which contradicts that.

Strikes me as one-sided spin. Many Republican districts benefit from this as well, as prisons are often in our districts, prisoners are another population counted in districting but not allowed to vote.

In effect, the other citizens in the district get to divvy up those votes and cast them too. I've always thought it was a bit of an odd quirk in our system. But it's been around forever and any implication only one side exploits it is naïve and ignorant.

Read the quote you gave, idiot. Earl Warren said clearly "Legislators represent PEOPLE." He did not say "Legislators represent VOTERS."

Immediately after saying "legislators represent PEOPLE," he also said "Legislators are elected by VOTERS."

Put your brain to work and figure it out. This was done intentionally to clarify the differences. Legislators represent people - everyone in the district - and are elected by voters.

That is exactly what this ruling we have today says.

At any rate, no place with the amount of shit skins we have will ever be made great. It will never happen. America will delve into third world hell hole status in less time than we've been a nation.

The ones who filed the lawsuit wanted the system to change so that only voters would count when districts get organized, so THEY are the ones who wanted to change things. There are no districts with a single voter and a bunch of illegals, no, but it's theoretically possible under the rules.

What you do have now is both areas with significant illegal population and areas with prisons. In both cases those populations count as population (and thus for purposes of determining districts) but they don't get to vote. In effect, the voters living there get a multiplier on certain issues, though it's muddled further by the winner-take all aspect as well.

The power of the modifier in any given district can be calculated by dividing the Voting Age Population (VAP) by the Voting Eligible Population (VEP) and you can go look it up district by district. For instance for the most recent caucuses in Iowa the math is 2403229/2286197 = 1.05119068917 while for Nevada 2248402/1936072 = 1.16132147978. So in a real sense, a Nevadans vote is worth nearly 10% more than an Iowans, as a result of a larger portion of Nevadas population not getting to vote.

It's kind of perverse when you think about it.
