Vichy France was a puppet state that did nothing good to France.
Plus, I doubt that German occupation was good in France. There were a lot of shortages. Just because he didn't send them all to camps it doesn't mean German occupation of France was good for the citizens.

Hitler sued for peace because he wanted to take troops from the western front and take them to the eastern front.
