That stuff started getting demolished a couple years ago. They couldn't start until they were out of bankruptcy. 80,000 buildings were considered blight, 50,000 have been marked for demolition so far, and something over 10,000 have actually been demolished. It turns out demolition costs money, partly because of typical corruption, and partly because they had an irregular demolition schedule that resulted in equipment and workers sitting around getting paid for but doing nothing.

I lived downtown a few years ago and live north of Detroit now.
The city is getting better, midtown around campus is pretty nice, they're slowly improving it, regardless of the jokes about the city (although warranted).
It's still a ways off, but honestly I could see Detroit having some importance within 10 years.

I'm telling you man. No they aren't. All of the "progress" is being concentrated in downtown and midtown with no regard for the surrounding community. People like you and me either live in one of those parts of the city or we move to like Ferndale or some shit. The city proper is still virtually unlivable and there are virtually no efforts to substantially improve livig conditions of the communities.
This is because Detroit has no tax base. There's no revenue coming into the city outside of property taxes and they just keep jacking those higher and higher. Detroit is great but it isn't a big city anymore and it's not getting better.

First and most importantly, Neither Detroit nor the state of Michigan can finance this project, so it has to be bankrolled by someone else. Get investors.
Once you have money, being soil remediation. The whole place was made toxic by the old steel mills and power plants and paper mills and other shit before the clean water and clean air acts, and that shit is causing brain damage. Sunflowers are pretty good at that, so we basically cover the entire wasteland with them and then harvest the stalks and either process them to remove the lead for composting or just bury them in a landfill away from aquifers. The massive sunflower fields can be a tourist attraction, to help finance the project.
We also have to get rid of all the shit that is still polluting Detroit to this day. Lead paint, lead pipes, asbestos, leaking toxic shit from abandoned factories - as long as its there, soil remediation is pointless.
Since we're already stripping the buildings of toxic material, we can start a massive salvage project to reclaim the abandoned buildings. Right now they are fire hazards, rat and insect nests, drug dens, and collapse hazards. Salvage everything that can be saved and use that to either refurbish buildings that can be recovered or sell it as scrap and cheap building material for financing. The scrap copper from old wiring alone could provide millions.
Next, start demolishing unused infrastructure. There is simply too much of it to support with the very small tax base, and it could be used to rebuild the infrastructure actually being used as part of the salvage project. It's a blight and gets in the way of soil remediation, anyway.
Terraforming itself becomes source of jobs, and businesses will move in to take advantage of the suddenly much larger working class in Detroit. Pay them well enough and no one will be content with a welfare check - they'll want that cash. With business comes industry, and slowly Detroit can recover.

People have tried to buy up big chunks and bulldoze, but the city stops them. Every run-down crack house is actually a taxable asset. If you allow the housed to be torn down, you loose the tax base.
Also the unknown. If a politician is in charge of a rotting shit-hole section of town and a property developer comes in promising gentrification, the crack whore on the city council is not going to let the developer do his investment, as it might involve loosing political power.
Cities all over are refusing to seize properties for their unpaid back taxes because then the city would then be responsible for a rotting asset, and drive down the surrounding bullshit property valuations used for tax purposes when the sized properties go to auction. The unpaid taxes are at least an 'asset' on their books they can advertise when they sell muni-bonds to cover a giant red-ink hole in their budgets.
