The F-22 has an unclassified 1.8k mile range and we can air refuel as well. Berlin to Moscow is only 1.1K miles, London to Moscow is 1.7K and they could air refuel over Germany. Furthermore we only need to control the air space over NATO nations because Russian air space will certainly be full of their wonderful SAMs and not worth the risk. So those numbers are extreme estimates as well. So we can camp in Germany, Britain and Poland which are non bordering to Russia and not categorically a threat.
Sure the Russians could target air refueling but they'll be open to our SAMs and I favor US BVRM capabilities more than the Russians.

If I'm remembering correctly the bug that had to do with the internal clock not keeping time correctly and this led to units that were left on for extended periods having a mismatch in time between the scanning and tracking radar which resulted in the tracking radar not being able to fix on targets located by the scanning radar. It could be fixed by turning it off and on again but no one was aware of the bug until after the initial days of the war and then it didn't really matter. Nothing new. A big war is something Russia simply has to be prepared for at all times, throughout history most of the major powers have taken their pot shots at Russia. Germany, France, Britain, Japan, etc. Russia has basically maintained the largest armed forces in Europe since before WW1 (although the modernization of that military is generally far behind it's sheer size) and they do it largely because they've learned from what other countries have done to them when they've been weak.
The post-soviet military budget has steadily risen year by year since Putin came to power as well.
If the implication in the article is that Putin is going to attack the west I'd say it's doubtful that he'd willingly do such a thing, he didn't start the wars in places like Ukraine and Syria but Russia has had to react to those things for its national interests.
