Asians are likely similar to whites in terms of intelligence. In the case of China, the average for urban and rural Han Chinese is something like 103, which is the same for white Americans. Usually cities like Shanghai are extrapolated for the entire country, but even in those cases the children of migrant workers are forbidden from taking part in assessment exams. As well, with the hukou system, China controls migration within their country, which creates a few artificially high-IQ cities or provinces.
Korea and Japan are largely mono-ethnic societies, and if you look at individual European ethnicities, such as the Dutch, Northern Italians or Southern Germans, you find IQ scores in similar ranges as them. If you truly wanted to compare the overall white mean to Asians, you'd have to include Southeast Asians, as well.
Northeast Asians that immigrate to the West are a self-selected elite.
Terence Tao and other prodigies are also expected just due to the sheer size of Asian populations.
