The answer here is that Europe is full of Europeans and Mexico is full of mixed breed mestizos. They have a lower average IQ and they're significantly more prone to violent crime compared to people of European descent. This is biological--it's innate. Europe has its own share of problems, but because it's full of Europeans, it's less prone to problems of this nature.
If you notice, most of the leaders/media personnel in Mexico are essentially white Spaniards. The underclass is almost exclusively mestizo.
