I don't know what the fuck the context is for this but I've never seen a mail deliverer who wasn't in uniform.
Being a footroute mailman is a surprisingly tough and sought after job to get. There's no way a postal service would hire someone who couldn't do the route. I assume the actual deliveryman was sick or injured and this whale had to take his route for a week.

I lived out so far from the post office they actually contracted work to people who drove their own vehicles to deliver the mail.
the only thing they had was a giant magnet they would stick to the side of their car that stated they were mail carriers
I myself use to read gas and electric meters for my city and a few of the smaller surrounding ones. got to know a lot of them and a vast portion of the ones that only had driving routes didnt wear uniforms.
there are both footroutes and driving only routes in my case where the houses were so spread apart you couldnt justify walking the route. mail is obviously the same.
