Scenario 1: Immigration actually works out, those foreigners assimilate, they become a part of the native population, they accept their customs and culture as their own, they eventually turn out the same way as the native population. Hence they will sooner or later suffer from the same problems as the native population and do not reproduce enough to sustain themselves. Now you enter a never ending circle of importing foreigners again, just prolonging the slow death of your culture.
Scenario 2: Immigration does not work, those immigrants never assimilate properly, they keep up their high reproduction rate and social tensions inevitable rise. The native population will slowly die out and lose their culture and country.
Both scenarios do not fix the core problem of an aging population at all, one just prolongs it and blows it out of proportion as the population will steadily rise with each generation of immigrants and once you realize your mistakes it might be impossible to fix it anymore, while the other one will lead to a quicker death of your society than not trying to fix the problem at all.
Japan is doing the right thing, they do not mess with the social order until they figure out a solution and instead try help the elderly by investing into technology and care programs.
