An eruv is an "enclosed" area encapsulating several separate, ostensibly private, Jewish-owned properties into a single private property for the purposes of the Sabbath. As on the Sabbath, Jews are not permitted to do certain things outside of their own private property, they've kiked the rules by forming this all-encompassing private property on Sabbath days.
In modern terms, the eruv is usually a group of properties that are NOT Jewish-owned, rented out to the Jewish community by the city they're in for a pittance, encircled by a wire marking the boundaries. Essentially, the Jews in control give the okay for the under-Jews to form little pockets of "we actually all own this together" on Sabbath days so that they can get over their own religious rules.
Now, what does this mean? Well, if the Jews are able to seize control of everything, for example through carefully and craftily undermining the dominant races and cultures through media warfare, then they could, in theory, declare the entire world an eruv, making the Sabbath VERY easy to follow. But they would not, of course, go through such trouble simply for the convenience of not having to follow their kooky Jewish rules.
