You pay 10% of income between, 0-18.5k if you make more then you pay 15% of all income between 18.5k and 75k, etc. Marginal rates drop at 118k because there's a cap on the amount of income subject to payroll taxes - mainly SS and Medicare payroll tax. If you earn $250k you're only charged payroll tax on about half that income.
also the richer you are the more of your income comes from capital gains, interest, dividends, etc, rather than wages. Investment income a.) isn't subject to any payroll tax and b.) sometimes gets a favorable rate.
