What about giving people tax incentives to procreate? Ie. japanese men with kids get huge tax breaks. This might help alleviate the financial burden of having kids and thus might encourage more japanese to have kids.
For example, suppose you make 100k japanese dollars and the japanese tax rate is 20%, the Japanese might ignore 20k per kid. So suppose you have 2 kids and make 100k, the japanese tax agency treats you as making 60k and only taxes you 12k instead of 20. Thoughts?
