Either you give the AI control over enforcing its own rules, in which case you're basically just praying it works because if it decides to go full terminator you gon git terminated, or you have the AI giving orders but humans enforcing them, in which case it's no different to government today.
And unless the AI has perfect information its not going to be any better at making decisions, and unless it can give that perfect information to others its not going to get any more support than other governments.
