I completely disagree with you. Unless you are operating a massive business, the south has comparatively high unemployment rates to the national average and lower wages. From the perspective of a startup, it's a much better deal to begin in a small city. That is, depending on what your business is. But in the traditional since of business, say a restaurant, I would much rather work from a small city starting out.

A lot live in subsidized housing.
Also they have jobs. Mostly City/government jobs. They are just given to them.
They are also Hired to work at all the electronic stores and service jobs. AND THAT thats a nightmare.
