The government has a source of capital, the bank that they run which prints the money, and the power to regulate; they can tax and they can inflate, but they choose to subsidize the bankers which cause your economic problems. All money is debt, ALL money is theft, not just the ones that are taxed. A better question is "what to use it on". health programs, education programs, infrastructure. Some things that the government could use with the tax money, like building nuclear power plants and building transportation that is fast and efficient, would pay for itself in the longrun.
