In a sense, individuals in a working socialism would have to have the RESPONSIBILITY to benefit there society, thus the most intelligent are given the most important jobs while the least intelligent are given the least important. Collectivism is all about duties, individualism about rights. If we try to implement an individualistic socialism, it will falter as individuals make inefficent choices that squander resource when there are no repurcussions. The only functioning socialism would be one where everyone is incentivized to make efficient choices by and for the general good of the collective, of the state, via a healthy, well-rooted sense of identity in the collective and duty.
