Easier said than done though. You want to be able to keep the degenerates, the white trash and shitskins out, without appearing to actually do that. Otherwise you will go the way of Rhodesia and South Africa, crippled by international sanctions and condemnation.
In other words you have to create a Nation that is actually unappealing to them.
The closest example I can think of is Switzerland. Those people are just so anal that few people want to immigrate there.
You would want a nation where there is absolutely no welfare. That would solve half the problem, but come at the risk of disenfranchising your own people during lean times.
You would want a nation that puts almost ludicrous demands upon its people. Demands that disciplined white people would have no trouble meeting, but that would be a major turn off for anyone else. A few examples come to mind: (1) Compulsory community service on the weekends. (2) Draconian laws and public humiliation punishments for crimes such as perjury, littering, vandalism, etc. Think in terms of things like "The stocks", being shackled and having to wear a sign around your neck describing your crime, in a public place. (3) Compulsory National military service.
And did I mention absolutely no welfare?
Such a nation would have many disadvantages, such as the restriction of many freedoms we take for granted, and an incredibly authoritarian laws. But if you consider that you would then create a society where children could walk to school safely, where woman are safe to walk out at night, where people leave the keys in their cars and their houses unlocked, then surely that would have a huge appeal to counter the downside.
Of course this is assuming that such a nation would be economically viable. So it has to a be decent size and have economic resources.
