It's a play on a song he did called "Papaoutai" (not sure of spelling).

They wrote "Papa ou t'es?", which sounds the same but means "Dad, where are you?" And the body parts are to be his father.

Other than that, Idk why it would be funny. Although, Charlie Hebdo is not necessarily trying to be funny, but rather tries to shock you as much as possible.

No apparently his dad was murdered and dismembered but Charlie Hebdo were only using him because of the song, they didn't know about that.

So they were trying to get the tragedy across with a reference to a popstar and song but actually used someone who that happened to.

"Papaoutai" which is Stromae's song and "Papa, où t'es?" are homonyms, and that the flying body part are supposed to represent his father, since they're the ones answering the question.
And that Charlie Hebdo's model is to shock their readership.
