It will be more of a question of "what happens to eastern Europe when the American umbrella of protection is lifted," who moves first? Who takes advantage of the situation to settle an old score or territorial dispute? It's natural for humans to war, and compete against one another, this forced peace is unnatural, and creates lots of simmering tensions.
I think that would all occur weeks or months after the US civil war starts though, the US government would maintain its forces abroad as long as they could before they had to pull them back to protect themselves.
