Probably Iceland. They's mostly ancestors of Norwegian vikings, with very little immigration at any point in history, because there's really nothing up there.
Norway is probably high on the list as well, but it's not pure Norwegian. Bergen in western Norway was the biggest trading hub in northern Europe and the Hanseatic league had an office there for hundreds of years, so there was a lot of German immigration. The wharf in downtown Bergen was actually called "the German Wharf" up until the war... now it's just called "the wharf". Because of the union with Denmark, there were also a lot of Danish administrators and nobles living in Bergen.
Then again, both Germans and Danes are white.
We also have virtually no Jews, which tended to be the largest minority group in other European countries. They were actually banned from settling in Norway in the constitution of 1814, and the few Jews that immigrated after the law was repealed were mostly wiped out by the Germans during the war, or fled to Sweden. I think there were 600 left when the war ended.
As for modern day, non-western immigrants, I think it's at 7%, the vast majority of them living in Oslo. Bergen only has one mosque, and it's just an old, wooden building. I think the same goes for most other cities outside of Oslo.

I grew up in a very 'diverse' are (all kinds of Europeans mostly), I have a good sense of where someone is from by looking at them.
You are right, there are some mixes that for whatever reason lead to horrible women (looks/attitude) on average. Portuguese x Anglo, Portuguese x Slavic , Italian x Anglo (I dont get this one it but thats my exp) , PooinLoo x Everyone.
The flip side of this is that exceptions in these cases are phenomenally hot.
The hottest mixes I've seen are Anglo (Usually Irish/Scot) x Germanic, Slavic x Nordic , Slavic x French, Italian x French , French x Nordic, Japanese x any North Euro.
