To become a Taxi Driver you have to belong to a city approved Taxi Company. They charge you membership fees. You also have to fill out lots of paperwork and thus processing fees with the city which cost hundreds of dollars.

Far as I know turbines will burn just about anything and the main reason they aren't used in cars is due to their inability to idle at low powers, not an issue if it's only use is to charge a battery.
