If the women had been carrying the baby, I don't think it'd be a bad monument.
The way the women's/baby's arms are extended looks unnatural and forced by the sculptor. I'm guessing the meaning of the monument is that the baby is pointing to the future, but honestly a babby isn't cognizant enough to foresee the future, and infants don't have the dexterity are not physically developed enough to extend their arm and point like that.
If I were to design this monument, I'd have the woman cradling the baby with her right arm, with the man pointing toward the sky. The baby could be reaching towards whatever the man is pointing at, but make it understated (pic related, more natural).
