ISPs only provide the "last mile" or so of infrastructure. They charge for the bandwidth on this part of the network only.

What they want to do is charge based on the destination and origin of the packets. It makes no sense. The Internet backbone is not congested. It is designed to handle the traffic of the whole world, and it does so. Uplink is a minor expense of ISPs. It is designed to be this way. That's what made the Internet a global network.

If your packets go or come from some destination, that's your business, it doesn't affect your ISP. In fact, if the packet routing headers were encrypted (hop-by-hop somehow), they wouldn't even be able to tell, and it would be better that way.

Imagine someone built a bridge, and you ask "How much to cross it?", and they answer "Depends, where are you going?", and you say like.. "Bob's", and they "Oh yeah? FUCK HIM. More expensive then!". It's anti-competitive, and it's not "earned" profits. And you would need to build A LOT of unnecessary bridges before that kind of abuse fully stopped.
