The code actually does have comments attached, just at the end of every line instead of having entire lines being comments. Some people must get raging boners at the thought of you scrolling through hundreds of lines of comments to get to 2 lines of code.
Granted, the comments aren't very helpful, but with code as out there as this it's hard to explain what's happening. The connection between bitshifting and multiplying by an arbitrary amount and getting the inverse square root is tenuous at best. On the other hand, the code on the left is a hard arithmetic operation, the inverse square root of a number. What it does is get the floating point number, which is formatted in a certain way, and turn it into another format, which allows it to be manipulated bit by bit.
