This song is written from the perspective of a bitter yankee, most likely saying he hates the Declaration of Independence, because the North was touting around the Constitution and Declaration of Independence and acting like they were true Americans, despite literally contradicting them both by the Civil War and declaring war on the South. It's basically him saying "It's a useless document."
