You see, if you want to make a reaction go faster you could remove some of the product.
A civilization will produce both, high and low minds. If the lower people are removed the society will go in a great direction as they will move towards the high minded people. If not removed the low people will outbreed other as they are driven by their instinct in a society that won't remove them like the free nature would.
