Grades are important, but definitely not the 'selling point' criteria, unless you want to get into a top 10.
Research experience is arguably the most important standard. The more experience the better.
If you lack grades and research experience, you can always go to a smaller college to obtain a masters. You can raise your GPA and get two years of independent research experience.
